Convention 2000 Legislation
 
Attention all Alumni:

The following is the proposed Blue Book legislation and the nominating committee's recommendations for upcoming Consul seats on the Octagon. It will be shown as read in the Convention forward of the Summer Octagonian. I believe that some background information will be in the Octagonian to help support the Blue Book legislation. Anyone wanting further explanations should feel free to contact the fraternity office or members of The Octagon.

Alumni can voice their opinions through their local chapter representatives that attend the convention, local alumni clubs that are sending representatives to convention, or by contacting members of The Octagon or Regional Governors. In addition, alumni can attend the convention and vote at the business session if they pay a convention registration fee.

In accordance with the Blue Book the following items have been proposed:

  1. That the charter of Epsilon Gamma chapter, installed at Illinois State University January 10, 1999, be ratified and made permanent. Proposed by the Octagon.
  2. That the Blue Book be changed to allow conventions to be held biennially, as follows:
    a. Amend Division C, Article II, Section 1, by deleting "annually" and changing "sixteen" to "twenty-eight."
    b. Amend Division C, Article II, Section 9, by deleting "annual."
    c. Similarly amend any other Blue Book references to annual convention.
    Proposed by the Octagon.
  3. That Division C, Article III, Section 1, be amended to change election of Consuls, as follows:
    a. Increase terms of alumnus Consuls from two years to four years.
    b. Add, with respect to the undergraduate Consul, that "in non-Convention years, he shall be elected by mail ballot of the voting entities specified in Division C, Article II."
    Proposed by the Octagon.
  4. That Division C, Article II, Section 9, be amended by omitting "providing the chapter or Colony is in good standing or the Octagon approves the reimbursement", the effect of which would be to provide convention registration and travel reimbursement to chapters in bad standing. Proposed by Robert M. Ewing, Mu Omega.

The Nominating Committee's report follows:

The two-year terms of office of Consuls John A. Paine, Lawrence J. Leib, andFred P. Kipperman expire at the end of the 2000 Convention. The undergraduate seat is for one year only. Consul Paine has asked not to be reconsidered. Listed below are the Nominating Committee's recommendations to the Convention. Additional nominations may be made by accredited delegates from the Convention floor.

For the alumni seats:

  • Fred P. Kipperman, Arizona '91, of Cranford, New Jersey. Lawyer, fund-raising executive. He has served his Beta Gamma chapter as chapter advisor and has been National Rush Chairman since 1996. Appointed last winter to fill an Octagon vacancy.
  • Lawrence J. Leib, Michigan 'State '90, of Southfield, Michigan. Lawyer. Chapter advisor for his Mu Chi chapter formerly served as Regional Governor for the Great Lakes Province. Appointed last fall to an Octagon vacancy.
  • Steven P. LaBell, Arizona State '91, of Phoenix, Arizona. Real Estate Broker. He is a member of the advisory board of Beta Gamma chapter and the reorganizer of the Phoenix Alumni Club, named SAM's outstanding alumni club for 1999.

For the undergraduate seat:
  • Steven B. Kahn, Arizona '01, of Buffalo Grove, Illinois, was one of the "re-charter" members of his Beta Gamma chapter which elected him prior; he served as a member of the Educational Strategic Plan Committee.
